Currently with WHO, Sameer is working with the newly established Department of Digital health and Innovations helping the creation of the department and the development of Global Digital Health Strategy and Action Plan. He is also one of the co-creators of the Be He@lthy Be Mobile initiative which is flagship WHO and ITU joint program on use of mobile health for scale. Most recently the Be He@lthy Be Mobile team was coveted with the DG’s Reward for excellence for 2016 and the Greenpeace Innovations Award in 2018. With WHO since 2008, he has also provided technical advise and support to over 50 countries in the development of digital health and information system programs. Sameer is currently the Vice-Chair of the WHO ITU Focus group on AI for health which is creating benchmarking for AI solutions for health. In addition he is also a core member of the Health Data Forum at WHO. With regards to the Covid response, WHO is co-leading the tech4covid on citizen and community engagement track from WHO. Sameer has worked to support more than 50 countries build information and digital health systems and solutions over the past 20 years.
Before coming to WHO, he worked with the US Governments health agency helping various countries build informatics systems for immunization and vaccination programs in Asia Europe and Africa. He started his career working with WHO’s National Polio Surveillance Project in India for 7 years, where he led the development and implementation of various information management systems for surveillance across the country.
He holds bachelor degrees in business and software engineering and a master’s degree with a gold medal in management, he also has an earned fellowship in public health informatics from the US government health and human services and has delivered at various forums and published several articles on digital health and frugal innovation.

Jinha Lee is a designer and engineer from the Republic of Korea. Lee is the co-founder and chief product officer of Spatial, which developed a leading VR/AR collaboration platform. Spatial received 27 billion won investment from Uber, Instagram’s founder, and Samsung NEXT, and currently is used for remote collaboration by many Fortune 1000 companies including Mattel, Nestle, etc. Recently, Spatial attracted a lot of attention by opening up – for free of charge- its platform to global users working at home due to Covid-19 pandemic.
While at MIT Media Lab, recognized for his invention SpaceTop, a gesture-controlled 3D computer that allows a user to reach inside the scree and ZeroN, a tangible computer pixel, Lee was invited and presented them at TED. At Samsung Electronics, Lee established an interaction group and led a research on UI with a goal to transform a TV screen into a Lifestyle Device providing experiences on collaboration, data and art. Cathy O’Neil is the author of the New York Times best-selling Weapons of Math Destruction: How Big Data Increases Inequality and Threatens Democracy, which was also a semifinalist for the National Book Award. She is a columnist for Bloomberg Opinion and founded the company ORCAA, an algorithmic auditing company. O’Neil was tapped to appear as a professional in her field in The Social Dilemma, a critically-acclaimed film that explores the dangers of social networking.

She earned a Ph.D. in math from Harvard, was a postdoctoral fellow in the MIT math department, and was a professor at Barnard College where she published a number of research papers in arithmetic algebraic geometry. She then switched over to the private sector, working as a quantitative analyst for the hedge fund, D.E. Shaw, in the middle of the credit crisis, and then for RiskMetrics, a risk software company that assesses risk for the holdings of hedge funds and banks. She left finance in 2011 and started working as a data scientist in the New York start-up scene, building models that predicted people’s purchases and clicks.

Being recognized for his contributions to the growth of startup ecosystem in Korea, he was rewarded the highest government medal in 2020 and won the commendation from the Ministry of SMEs and Startups in 2019 and 2021.
He also participates in and leads various committees of both public and private entities to help vitalize the startup ecosystem. He is an advisory board member of C-Lab, Samsung Electronics’ startup acceleration program, SSAFY (Samsung Software Academy for the Youth), Kakao Mobility, the committee for new technologies and services at the Ministry of Science and ICT, and the co-chair of the committee of the 4th Industrial Revolution in Jeju government.

류제명은 2022년 8월부터 대통령직속 디지털플랫폼정부위원회 디지털플랫폼정부추진단장으로 일하고 있다. 류단장은 1997년 정보통신부에서 공직 생활을 시작한 이래 방송통신위원회, 미래창조과학부, 과학기술정보통신부에서 지난 25년 동안 SW, 통신, 전파, 인공지능 등 ICT 분야 정책전문가로 일하면서 국내 이동통신요금제를 데이터중심요금제로 개편하고, 세계 최초로 5G 주파수 경매를 성공적으로 마무리하는 등 핵심 ICT 정책들을 주도해 왔다. 정보통신부에서는 재정팀장, 전파산업팀장을, 미래창조과학부에서는 법무담당관, 통신이용제도과장, 소프트웨어정책과장, 과학기술정보통신부에서는 전파정책국장, 정보통신산업정책관, 인공지능기반정책관을 역임하였다.

Mr. Je Myung Ryu is serving as the Head of the Secretariat of the Presidential Committee on the Digital Platform Government of Korea as of August 22, 2022. He has been in charge of the AI policy at the Korean Ministry of Science and ICT(MSIT) as Director-General of the AI policy bureau. He has served as Director General of Radio Policy Bureau at the Korean Ministry of Science and ICT(MSIT), where he was in charge of 5G spectrum auction, digital switchover, and general spectrum management. He also served as Director of Telecommunications Service Policy Division.
During his 25 years of career in the government, Mr. Ryu acquired wide-ranging expertise in the field of ICT policy by working at the Ministry of Information and Communication (MIC), the Korea Communications Commission (KCC), President’s Office and at the MSIT. Mr. Ryu also played an active role in international affairs. He joined WB as a Senior Digital Development Specialist, where he led the WB flagship report on 5G. He worked as Counsellor at the Permanent Delegation of Korea to the OECD and had served as a bureau member of the OECD Working Party on Indicators for the Information Society and the Working Party on the Communications Infrastructure and Service Policy.
He earned a Master’s degree in information systems management from Carnegie Mellon University, and a B.A. in Politics from Seoul National University.

He has published many papers about digital government, social media use in government, and smartphone-based public services in prestigious academic journals. From his 30s, he moved to an online business with no limitations in planning, operated a web agency that mainly planned and developed web services of large companies, and established the fourth company, Microsoft, in 2019.

Jungrok, CEO of ROOTRIX, found his company to lead the analog and technically under developed landscape industry to innovation through digital transformation.
First ROOTRIX gathered under the mission to innovate tree data market in Aug, 2021 and found the company on Nov, 2021. 이재섭 박사는 2015년부터 2022년까지 8년동안 ICT 개발을 담당하는 UN 특별 기구인 국제전기통신연합에서 선출직 공무원으로 일하였다. 그는 ITU에서 ICT 기술 표준 개발을 담당하는 표준화 총국 (TSB)의 총국장으로서 ICT 표준 개발을 주관하였다.

그는 1987년 이후 지금까지 35년동안 각종 ICT 기술 표준 개발에 기여하여 왔다. 예를 들어 각종 통신망으로 대변되는 ICT 인프라 구축 기술, 서비스 및 응용 기술 (예: IPTV, 멀티미디어 코덱 등), 사물인터넷 (IoTs), 클라우드, 인공지능 및 Machine Learning 분야 등 ITU의 표준화 총국장으로 재직하는 동안 여러 새로운 주제들을 이끌어 많은 산업체의 참여 확산은 물론 정책과 규제에 필요한 기반을 마련하는데 기여하기도 하였다. 총국장으로서 이끈 주요 주제로서는 “AI for Good summit (40여개 UN 기구들과 민간이 참여하는 AI summit)”, Smart Sustainable City and Communities, DFS/DFC (Digital Financial Service/Digital Fiat Currency), Quantum based networks/security 등이 있다. 또한 그는 총국장으로 재직하며 “ICT 기반의 혁신과 디지털 전환(Transformation)”을 강조하여, 특히 장애인, 개발도상국 및 후진국의 발전을 위하여 필요한 기술 개발은 물론, 정책 및 규제 논의를 위해 기여하였다.

Professor Jaesik Choi graduated from Seoul National University’s Department of Computer Engineering and obtained a master’s and doctorate degree in computer science from Urbana-Champagne at the University of Illinois in the U.S.
The artificial intelligence model developed with a research team from the Ulsan Institute of Science and Technology (UNIST) was applied to the “POSCO Smart Furnace” and was selected as the first deep learning technology in Korea for the 2019 National Key Technology and World Economic Forum (WEF). In recognition ofhis contribution to the development of AI technology in Korea, he was awarded the Prime Minister’s Commendation and established an artificial intelligence company called INEEJI.
In addition, 12 films, including the top 5 JCR 10% over the past decade, have been published, and 24 have been published to the highest-level AI society in the field of artificial intelligence.

Jongho Hong is a Professor of Economics and former Dean of the Graduate School of Environmental Studies at Seoul National University (SNU). His teaching and research are focused on environmental/energy economics and sustainable economy and policy.
